Thanks for the new hats!

I just have a couple questions:

Is it one per avi, or on every cat, or random?
If it's random, how would we know if our cat was supposed to get a hat, but didn't?

Also should we send in a ticket if we had cats born in world on March 17th? This reads like you might have sent an earlier notice, but if so I didn't see it.
