Only making the INITIAL first breed happen at 7 days, and cutting down the life span (breeding days) of the cats, so they will still breed the same amount of boxes overall.
It changes nothing except making the Breeder be able to plan their projects evenly when back breeding, and giving the new Breeder greater anticipation and excitement knowing they will get a kitten box in only 7 days, instead of the current monotonous 14 days wait time. 
What khea says here says it all, it just seems so simple and you wont be making anymore kittens as the breeding time is cut to compensate..... seems a no brainer.
